Executive Summary
Bill allowing "behind-the-counter" access to emergency contraceptives moves to Hawaii House Committee on Consumer Protection & Commerce after clearing Committee on Health by 5-3 vote Feb. 14. HB 2806, introduced Jan. 25 by Marilyn Lee (D), would establish procedures whereby a physician may authorize a pharmacist to dispense ECs without a prescription, provided the pharmacist undergoes a specified training program and provides standardized fact sheets to EC recipients. Similarly, New York bill A 9635, introduced Jan. 22 by Amy Paulin (D) and referred to the Assembly Committee on Health, would allow registered professional nurses and licensed pharmacists to prescribe ECs under physician authorization.
