Executive Summary

Senate Judiciary Committee member John Cornyn, R-Texas, added to legislation targeting gang activities an amendment to prevent the spread of "cheese" heroin, a mixture of black tar heroin and diphenydramine, an ingredient found in Tylenol PM, Benadryl and other antihistamines. On June 14 the committee unanimously advanced S. 456, the Gang Abatement and Prevention Act of 2007, to the full Senate. The Consumer Healthcare Products Association says its members never want their medicines to be abused or misused. CHPA says it has reached out to both the Drug Enforcement Agency and the Partnership for a Drug-Free America to "understand this trend more"...
