Executive Summary

The Virginia State Health Commissioner will issue an order limiting quantities of meth precursor ingredients such as pseudoephedrine no later than Sept. 15, under an Executive Directive signed by Gov. Mark Warner (D) Sept. 1. The regulation will become effective no later than Oct. 1 and will remain in effect until July 1, 2006, according to the directive. The state's legislature has announced its intention to introduce a bill that would set similar sales limits when it convenes in January. The governor's directive is intended to limit pseudoephedrine sales until any bills passed by the legislature become effective, which would occur no earlier than July 2006, Warner's office notes...
