Executive Summary
Fiscal year 2004 Labor/HHS appropriations conference report may be ready for floor action before the end of October, allowing Congress to exclude Labor/HHS funding from omnibus approps package being considered for remaining bills, according to spokesman for Senate Majority Leader Bill Frist (R-Tenn.). HR 2660 would provide more than $350 bil. in discretionary authority for HHS in FY 2004. Discrepancies between House, Senate versions, including greater NIH funding in Senate bill, are to be hammered out in committee, on the floor.
