Executive Summary

Bill allowing "behind-the-counter" access to emergency contraceptives moves to Hawaii House Committee on Consumer Protection & Commerce after clearing Committee on Health by 5-3 vote Feb. 14. HB 2806, introduced Jan. 25 by Marilyn Lee (D), would establish procedures whereby a physician may authorize a pharmacist to dispense ECs without a prescription, provided the pharmacist undergoes a specified training program and provides standardized fact sheets to EC recipients. Similarly, New York bill A 9635, introduced Jan. 22 by Amy Paulin (D) and referred to the Assembly Committee on Health, would allow registered professional nurses and licensed pharmacists to prescribe ECs under physician authorization. Both bills were modeled after programs underway in California, Washington (1"The Tan Sheet" Oct. 22, 2001, p. 4)...
