Executive Summary

Bill allowing emergency contraceptives to be sold "behind-the-counter" in California passes state Senate Sept. 12, awaits Gov. Gray Davis' approval. SB 1169, which cleared Senate by a 23-8 vote, would require that pharmacists undergo specified training program on emergency contraception before initiating such therapy and that each EC recipient be given a standardized fact sheet including indications for use, need for medical follow-up. Legislation was introduced by Sen. Dede Alpert (D) in February; if ultimately signed by Davis, bill would make California first state to allow EC distribution without a prescription, which could offer support for future OTC switch
