Executive Summary

New provision says product labels "should not discourage breastfeeding" and "shall have a clear, conspicuous and easily readable message" regarding the "superiority of breastfeeding" or the statement "Breastmilk is the best food for your baby, it protects against diarrhea and other illnesses." Packaging also must state that formula "should only be used on advice of a health worker as to the need for its use and the proper method of use." Products "shall have no pictures of infants nor any other picture or text which idealizes the use of infant formula" and "the terms 'humanized,' 'maternalized' or other similar terms shall not be used," the document says. In addition to labeling, the standard also provides composition and quality specifications for formula.
