Executive Summary
SMOKING CESSATION PRODUCT GRANTS TO PUBLIC ENTITIES, INDIVIDUALS are among the health provisions of Sen. John McCain's (R-Ariz.) Tobacco Products Control Act (S 1415). The substitute legislation passed the Senate Commerce Committee by a 19-1 vote April 1; in addition to McCain's substitute amendment, there were 17 amendments added to the bill. However, the version cleared by the committee contains identical smoking cessation provisions as the original bill introduced by the Arizona Republican in November. Under the terms of S 1415, grants for smoking cessation programs could be awarded not only to "eligible public and nonprofit entities" but also to individuals.
