Executive Summary
NIH PROGRAM OFFICES WITHIN OFFICE OF THE DIRECTOR MAY BE UNNECESSARY and overly bureaucratic, Rep. Ernest Istook (R-Okla.) suggested at a House Appropriations/HHS Subcommittee hearing on April 25. Describing the flow of funding through program offices to the institutes, Istook said that it "certainly seems that it's a very complex process, perhaps unnecessarily so." The Offices of Alternative Medicine and Dietary Supplement Research are two of the program offices within the OD.
