PRODUCT LIABILITY CONFERENCE BILL CLEARS SENATE BY 59-40 VOTE on March 21. Supporters of the legislation, however, failed to come up with the two-thirds vote necessary to override President Clinton's threatened veto of the measure. The House is slated to discuss the bill, which emerged from a House-Senate conference committee on March 14, after Easter recess.
