Quinine: Malcolm Hing, MD, a professor of medicine at the University of Ottawa, Canada, submits a July 27 letter to FDA along with a study that "demonstrates quinine is effective against night-time leg cramps." FDA deemed quinine not safe and effective for that purpose in an August 1994 rule ("The Tan Sheet" Aug. 22, 1994, p. 8).
