Executive Summary

Child-resistant packaging rule: Consumer Product Safety Commission publishes final rule July 21 implementing changes to the test protocol for child-resistant packaging, including revisions to make the packaging more "senior friendly." As expected, the rule calls for the substitution of a panel of 100 older adults from the ages of 50-70, for the current panel of 100 18-45 year olds ("The Tan Sheet" June 19, p. 6). The rule will become effective July 22, 1996 and provides an additional 18-month blanket exemption, to Jan. 21, 1998, from compliance with the senior-friendly provisions. CPSC said that incremental costs for new packaging in the OTC drug area "most likely will be passed on to users"...
