Executive Summary

Sen. Dale Bumpers (D-Ark.) introduces S 2087 on May 6 to allow food packagers until Aug. 18 to use up packages and labels manufactured before April 1. The bill responds to concerns that labels/packages produced prior to the Nutrition Labeling & Education Act, which went into effect for conventional food products on May 8, would be wasted. At a May 10 hearing of the Senate Appropriations/agriculture subcommittee, FDA Commissioner David Kessler said that FDA is "willing to follow the directives of Congress" when asked about the bill by Bumpers
