Executive Summary

Hydroquinone will "probably" become nonmonograph, FDA's OTC Monograph Review Staff Director William Gilbertson told a Society of Cosmetic Chemists' sunscreen symposium on Oct. 2. The skin bleaching tentative final monograph will be proposed by FDA a second time and will include data from a 1989 National Toxicology Program study linking the ingredient to possible carcinogenic effects as well as FDA's assessment of that data. The agency has said that the new TFM could be out this year. Currently, hydroquinone in 1.5%-2% concentrations is the only approved ingredient in the TFM.
