Who was FDA’s worst lawyer?

Executive Summary

The Food and Drug Law Institute's recent conference on Waxman/Hatch included thoughtful discussion on the 25-year-old law's more vexing issues, but also some lighthearted recollections. On a panel with FDA Associate Counsel for Drugs Elizabeth Dickinson, Venable LLP partner David Adams noted, "I was sitting in Liz's chair, back when the statute was passed, and we at FDA had to start interpreting and applying this thing. You may or may not be aware there's been much scholarly debate about who is the single attorney responsible for the most judicial losses in the history of FDA - whether it is Liz or whether it was me. Liz argues that although there have been more losses in her lifetime, I'm still responsible for them.
