FDA TOBACCO REGULATION AUTHORITY WOULD BE PROHIBITED BY SENATE BILL, S 1262, while retaining some points of FDA Commissioner Kessler's tobacco regulation plan with regard to teen smoking prevention. Introduced by Sen. Ford (D-Ky.) on Sept. 20, the "Tobacco Products Control Act of 1995" states that "nothing in this act or any other act shall provide the Food & Drug Administration with any authority to regulate in any manner tobacco or tobacco products."
