FOR FEDERAL PURCHASES under the Vaccines for Children program in fiscal 1996, HHS Secretary Shalala said in a July 18 letter to House Speaker Gingrich (R-Ga.) transmitting an Administration proposal for a new excise tax rate for vaccines. The "Vaccine Excise Tax Amendments of 1995" would establish a flat tax rate of 51 [cents] per dose for each vaccine component, replacing the current risk-based excise tax scale.
