Biotech process patents: HR 587, introduced Jan. 19 by Rep. Moorhead (R-Calif.) and co-sponsored by Rep. Boucher (D-Va.), resembles HR 4307, which passed the House Sept. 20. The bill would amend the patent code to allow a "'biotechnological process' using or resulting in a composition of matter that is novel" to be considered non-obvious if it either makes or uses a product that is novel and non-obvious.
