TO NIH-FUNDED institutions should trigger a public disclosure requirement, a 12- member panel convened by the National Institutes of Health recommended at a Jan. 25-26 forum in Bethesda, Md. "NIH may very well want to know that a particular grantee has in place something of significant scope and size that could really affect the operations there, even though NIH might conclude after reviewing it that they're perfectly satisfied...that ultimately it raises no Bayh-Dole [Act] concern," commented panelist Jose Trias, Howard Hughes Medical Institute.
