Under the bill, anabolic steroids are Schedule III drugs under the Controlled Substances Act with certain exceptions; an earlier version made steroids Schedule II drugs. The bill also establishes fines and jail penalities under the FD&C Act for illegal distribution of human growth hormone and establishes such offenses as felonies under the Controlled Substances Act.
