Are not included in the FY 1991 budget resolution debated on the House floor the week of April 23. The budget blueprint, which sets the general framework for appropriations committees, was adopted by the House Budget Committee April 20 and a House vote is expected in early May. The measure recommends an FDA budget of$624 mil. in FY 1991, which is the Congressional Budget Office's projection of the amount needed to maintain the 1990 level of activity, including an increase for inflation. FDA's 1990 budget is $587 mil. The Bush Administration proposed a $685 mil. budget for fiscal 1991, but with $157 mil. in user fees. The Senate Budget Committee has not yet got around to specific agency budgets.
