Should be routed through the HHS assistant secretary for legislation office, HHS Secretary Sullivan said in a recent memo to departmental and agency heads. "I believe that extensive consultation with Congress is imperative," the memo states. "I have vested the assistant secretary for legislation with responsibility for the management of this Department's relationships with Congress." Specifically, meetings, calls and staff contacts with members of Congress or their staffs "should not occur without prior consultation" with the Office of the Assistant Secretary.
