Vaccine compensation bill

Executive Summary

House Way & Means Committee passed budget reconciliation recommendations, which includes the vaccine compensation funding bill, and forwarded them to the House Budget Committee. Per-dose vaccine excise taxes to finance a federal Vaccine Injury Compensation Trust Fund are $4.56 for diphtheria-pertussis-tetanus, 6› for diphtheria-tetanus, $4.44 for measles-mumps-rubella, and 29› for polio vaccine. The surtaxes become effective Jan. 1, 1988. No state exemptions from the tax were included in the bill.
