Executive Summary
$438.3 mil. budget for fiscal 1987 includes $411.8 mil. for FDA salaries and expenses, $24.6 mil. for rent and $1.9 mil. for renovation and repair of agency facilities, FDA says in Oct. 23 "Talk Paper." Of the $411.8 mil., $3.5 mil. is allocated to orphan products grants, $14.4 mil. to FDA AIDS programs and $11.4 mil. in lieu of user fees, under a continuing resolution signed by President Reagan Oct. 18. House and Senate conferees on the budget bill took no position on user fees, which would apply only to new drug approvals, but did say that if user fee legislation is enacted later, the funds should go directly to FDA.
