White House proposed legislation -- which based liability strictly on fault, limits attorneys' fees, and caps awards for noneconomic damages -- was sent to Capitol Hill April 30. Commerce/Consumer Subcmte. Chairman Kasten (R-Wis.) will introduce the proposal in the Senate, where it will compete with pending legislation by Commerce Cmte. Chairman Danforth (R-Mo.), who said the Administration's bill "needs to do more for consumers".
